James D.

James is a Fmr. CIA Executive Officer who was mainly involved in tackling actors and non-actors led illicit finance activities of interest to the US Government and its allies. James successfully managed several targeting and operational support units against a myriad of target sets who financed their nefarious activities through traditional and non-traditional financial systems.

Prior to CIA, James worked in the private sector, dealing in sales and marketing for consumer goods on local and duty-free markets in the Middle East, the Americas and Europe (West/East, including Russia) as well as in international banking, in areas such as commercial documentary transactions, correspondent banking and international loans. He also managed the financial and administrative aspects of a foreign US-based subsidiary. This extensive private sector experience combined with his operational knowledge resulted in several successful operations. In particular his operational initiative made him the first CIA officer to have successfully identified and managed the dismantlement of an offshore banking network with antennas in several continents, and of interest to several partner nations. He identified a rogue nation’s convoluted commercial and financial methodology to circumvent the US/UN sanctions, which was later managed by DoD.

Additionally, his tenure at ODNI as National Intelligence Collections Officer (NICO) for Threat Finance (NIMTF) was pivotal in connecting the many law enforcement and intelligence organizations to participate in collaborative efforts and joint operations against terrorism, narcotics, and transnational organized crimes related activities. In the field he resuscitated the counter illicit finance efforts of two major hubs by working hand in hand with LE/IC on the ground.
